Jumpin' Jim is a minor character that appeared in "Rigby in the Sky With Burrito."
Mordecai and Rigby went to Jim's business so Rigby could learn how to skydive. When Jim and Rigby were in the fan to simulate skydiving, Rigby took out the burrito which made Jim tell him not to do that. The burrito meat flew up onto Jim's face, prompting him to literally kick Mordecai and Rigby out of his school.

He wears a pink jumpsuit, with JJ stenciled on the front. He has brown hair down to his neck. He owns a small business that is filled with autographed pictures of him skydiving. He almost always carries a fan under him to make him feel like he is skydiving
